FPS is broken in the scene setting

Hi,

The FPS under Scene Settings is not affecting the actual frame rate of the scene.

Here's an example, the frame range of my entire front flipping animation is exactly 24 frames, and the scene setting was set to 24 fps,
However, as you can see in the attached image, it says the whole animation is 0.8 second which is based on 30fps.
